Novacare is sad to see the resignation Calvary Mater Newcastle’s General Manager – Mr Colin Osborne.  Colin has been a wonderful supporter of not only Novacare, but of the entire PPP process and has been intimately involved from its inception and before.  We wish him every success in his new ventures.

Novacare is also pleased to announce the appointment of Mr Scott Lusted as General Manager of the various Novacare legal entities.  Scott replaces Michael Page, who has returned to work for Westpac Institutional Bank, the project’s original sponsor.  Michael, like Colin Osborne, has been instrumental to the success of the Mater PPP, and he is to be congratulated for his tremendous efforts and dedication to the project.

Novacare Solutions Partnership (Novacare) is the name for two Special Purpose Entities that make up the contracting parties with the NSW State Government for the Mater Hospital Redevelopment Public Private Partnership (“PPP”).

Novacare is responsible for managing the PPP Project, subcontracting the various aspect of the construction and service delivery to specialist organisations, experts in their fields.

Abigroup Contractors are subcontracted to design and construct the hospital redevelopment, Medirest Australia are subcontracted to provide soft services such as cleaning, catering, materials management and security.  Honeywell are subcontracted to provide hard services such as building maintenance, supply of utility services, and grounds and gardens maintenance.

Scott Lusted - General Manager

Scott Lusted is has over 25 years’ experience in the development, project management and construction industry and has a reputation for successfully managing many diverse and complex projects.  Scott’s background is in construction, real estate, commercial, retail and residential property development, having had his own building and development company on NSW’s Central Coast.

For Novacare, Scott manages the relationships between all stakeholders and administers the Project Deed with the government, and subcontracts with the D&C Contractor and Hard and Soft FM providers, together with his responsibilities to the Novacare Board, its shareholders and funders.  As Project Director for Novacare, he was responsible for the design and construction of the $176m Mater redevelopment as part of this PPP, which concluded on time, on budget and without disputation.

Further, as an Associate Director with Hastings Funds Management, he is Project Managing the design, construction, financing and supply of the light rail infrastructure and rolling stock for the Sydney Light Rail Inner West Extension.

David Cantwell - Commercial Manager  

David’s role combines the responsibilities of financial controller, asset management and technical support to the General Manager.

David has over 18 years experience in Finance and the Funds Management industry and 11 years in the property management industry. He commenced working on Novacare shortly after the commencement of Services.

Westpac Essential Services Trust (WEST) is a registered managed investment scheme funds assets that deliver essential public services via Public Private Partnerships (PPP).

WEST holds 100% of the equity in the Mater Hospital Redevelopment PPP.

The “Responsible Entity” for WEST is Hastings Funds Management Limited (HFML), a wholly owned subsidiary of Westpac Banking Corporation.  HFML has more than $6 billion of funds under management.

WEST’s other investments are:

  • Airport Link Company Pty Ltd (ALC) - ALC has the exclusive right, granted from RailCorp, to operate the stations at Green Square, Mascot, Sydney Domestic and Sydney International Terminals until 20 May 2030.
  • Bonnyrigg Living Communities Project (Bonnyrigg), a social housing PPP in Western Sydney.  Bonnyrigg is the first of the Living Communities Program, a $500m program to renew and strengthen communities in high-need Public Housing estates in NSW.
